Penabulu Foundation is a locally rooted Indonesian organization established in 2003, dedicated to empowering civil society as a Civil Society Resource Organization (CSRO), representing 304 CSOs across 38 provinces in Indonesia. We strengthen local initiatives, provide sustainable solutions, and amplify Indonesian voices for economic, social, and climate justice.

As of November 2023, Penabulu is a Prospective Affiliate of Oxfam International. Within two years, we will fully affiliate as Penabulu Oxfam (Oxfam Indonesia), expanding our role and network to bring local perspectives to the global stage. Penabulu has the resources and accountability to drive change at both the national and global levels.
