The meeting concluded with a joint communiqué outlining shared commitments to deepen collaboration, influence global processes, and accelerate system change toward equitable and locally led aid structures. The communiqué issued clear calls to action for donors, governments, and international intermediaries. Donors were urged to provide direct, predictable, and multi-year support, simplify compliance procedures, make pooled funds more accessible and inclusive, and adopt collective metrics for tracking progress on localisation. Governments were called upon to protect civic freedoms, end intimidation and harassment of civil society actors, and recognise networks as legitimate partners in humanitarian and development processes. International NGOs and UN agencies were encouraged to cede leadership in coordination platforms, co-create equitable partnerships, and measure partnership quality alongside funding volumes, ensuring that decision-making power and resources genuinely shift to local actors.

Proposed Follow-Up

  1. Knowledge Sharing: Present key outcomes from the communiqué to Penabulu’s leadership team and civic space partners.

  2. Strategy Integration: Incorporate lessons on funding models, risk-sharing, and accountability into Penabulu’s localisation strategy and Perpetual initiative.

  3. Networking: Maintain connections with networks met in Nairobi to explore joint evidence generation, peer learning, and cross-country advocacy.

  4. Advocacy: Use the communiqué as a reference point for engaging donors and government stakeholders in Indonesia to strengthen locally led aid.
